Recommendation PREAMBLE:
In the procedure manual of the relevant CAA department for the organization licensing is described the procedure of the licensing and supervision of a training organization. According to this the licensing procedure undergoes an internal inspection followed by the final approval or extra actions to be taken. Also, it is described the procedure which has to be followed for the substitution of a training organization managers. From the investigation is concluded that during the licensing procedure and the organization’s managers substitution, omissions occurred which were not detected during the internal inspection procedure.
Main Recommendation Text:
The CAA to review the licensing and supervision procedures of the training organizations so that to detect possible omissions during the internal inspections.
RESPONSE to Safety Recommendation:
Hellenic Civil Aviation Authority (HCAA), in its letter numbered D2/E/30915/06.08.2019 accepts the safety recommendation 2018-13 replying that:
[HCAA] In the Certification and Licensing department (HCAA/D2/B) the process of licensing training organizations is subject to internal control and then final approval is given or further actions are requested. Accountable Inspectors recommend whether to issue or not the Certificate of Operation approval to the under licensing Organization. With the revision of the Licensing Procedures Manual, this proposal will be submitted to the Permanent Research Committee of the Department which, after examining the submitted material, will collectively, unanimously and reasonably decide on the proposal of the Accountable Inspectors. Regarding the process of acceptance of Accounting Managers in the Training Organizations (initial or replacement), it is foreseen in the Operations Manual to apply and after satisfying the formal qualifications, to call for an interview which will include oral and written knowledge of the relevant subjects for the Candidate Accountable Director. Attachment (b) to the above letter includes the relevant revisions to the Licensing Procedures Manual (LPM revision):
