Recommendation PREAMBLE:

From the Investigation and the relevant review of the Operation Manuals (Part A and Part D), it was identified that the approved procedures regarding the criteria for the assignment of Captain duties were different.

The HCAA to review and revise its internal procedures in order to eliminate any contradictions in the submitted Manuals for approval.

RESPONSE to Safety Recommendation:

The second response of [Hellenic] Civil Aviation Authority (HCAA) to AAIASB Safety Recommendation 2022-05 was received by email on 21/3/2023.

[Second HCAA Response]:

“ The internal procedures of the HCAA have been revised and since 01/01/2023 EASA’s updated Check-Lists have been adopted, which are in accordance with European Regulation 965/2012 as referred to in (b) above [REGULATION].

Since then, all our inspectors have used the specific Check-Lists to compare the manuals when checking the OM-A, B, C, D, [Operation Manuals] of the organizations thus ensuring that there are no contradictions. ”

[Hellenic National Agency for the Investigation of Air and Rail Accidents & Transport Safety (former AAIASB) assessed this response as “Adequate” on 03/04/2023 and changed the SR 2022-05 status to “Closed”]



History of previous response:

The [Hellenic] Civil Aviation Authority’s (HCAA) first response to AAIASB Safety Recommendation 2022-05 was received by email on 31/1/2023.
[HCAA’s first response]:

“ The [Hellenic] Civil Aviation Authority reviewed its internal procedures and found that according to the existing new EASA Check List it uses there are no contradictions in the referenced manuals.”

[Hellenic National Agency for the Investigation of Air and Rail Accidents & Transport Safety (former AAIASB) with its document 349/14.03.2023 assessed initially within the 60-day deadline the initial addressee’s response as “Partially adequate” and changed the status of Recommendation 2022-05 to “Open — Partly adequate” stating that the corrective action referred to in the initial addressee’s response does not refer to the internal procedures of the HCAA that should be reviewed/revised so that there are no contradictions in the manuals submitted by the Organizations to the HCAA for approval.]
