Recommendation PREAMBLE:
From the review of the Captain’s Logbook during the investigation, it was identified that the Captain’s total Helicopter flight hours were performed in a Multi Crew Environment. In this context, the transition of the Captain to a single-Pilot flight environment, resulted in the increased workload, with a possible negative effect on the situational awareness and at the same time risk increasement.
Main Recommendation Text:
It is recommended to the HCAA to reconsider training requirements for pilots coming from multi crew environment to single crew environment and vice versa.
RESPONSE to Safety Recommendation:
The second response of [Hellenic] Civil Aviation Authority (HCAA) to AAIASB Safety Recommendation 2022-07 was received by email on 21/3/2023.
[Second HCAA Response]:
“ The recommendation for the "vice versa" case does not apply in the Greek territory as there is no organization authorized to operate Helicopters in a dual crew environment.
In Greece all helicopter airlines with AOC as well as private helicopters operate only as SINGLE PILOT helicopters.
In addition, the European regulation 965/2012 (b related) [EU Regulation] provides detailed special qualifications, extensive special training and a special training for the promotion of a single-pilot helicopter commander to a dual-pilot helicopter commander, which apparently covers, if required in the future, the requirements of the specific recommendation. ”
[Hellenic National Agency for the Investigation of Air and Rail Accidents & Transport Safety (former AAIASB) assessed this response as “Adequate” on 03/04/2023 and changed the SR 2022-07 status to “Closed”]

The [Hellenic] Civil Aviation Authority’s (HCAA) first response to AAIASB Safety Recommendation 2022-05 was received by email on 31/1/2023.
[HCAA’s first response]:
“ We would like to inform you that following the issuance of the Final Report [AAIASB Final Report 04/2022] and the safety recommendations of the Investigation Board [AAIASB] to the HCAA regarding the accident that occurred at the Poros-Galata Sea Channel on 20/8/2019, the Flight Operations Department of the Directorate for Flight Standards issued the following recommendations addressed to all air carriers. (Safety Recommendation 2022-07, 08)

The [Hellenic] Civil Aviation Authority recommends to the company(ies) [aircraft operator(s)] regarding the air crew training requirements το add to OM-A [Operations Manual, Part A], OM-D [Operations Manual, Part D], a paragraph which provides that those coming from a multi-crew environment and who are going to be assigned to a single-pilot environment, regardless of flight experience, should complete line training of at least 20 hours and 20 legs with corresponding Ldg’s [landings] and T/O’s [take-offs]. (Recommendation is sent to helicopter air carriers)’ ”
[Hellenic National Agency for the Investigation of Air and Rail Accidents & Transport Safety (former AAIASB) with its document 349/14.03.2023 assessed initially within the 60-day deadline the addressee’s first response as “Partially adequate” and changed the status of Recommendation 2022-07 to “Open — Partially adequate”, stating that the corrective action referred to in the addressee’s initial response does not cover the “vice-versa” case, as stated in this AAIASB recommendation, asking to complete the actions for the above mentioned case.]
